1. Introduction to PAIA
The Promotion of Access to Information Act, 2 of 2000 (PAIA), was enacted to give effect to the constitutional right of access to any information held by the State or by any other person that is required for the exercise or protection of any rights. Where a request is made to a private body, that body is required to release the information, except where the Act provides for the refusal of such a request.

7. Request Procedures
To request access to a record of Bhasa Financial Solutions (Pty) Ltd, you must complete the prescribed form (Form 2, as published by the Information Regulator) and submit it to the Information Officer at the address or email address provided in Section 3 of this Manual.
The request must:
- Provide sufficient detail to enable the Information Officer to identify the record and the requester.
- Specify the right the requester is seeking to exercise or protect.
- Explain why the record is required for the exercise or protection of that right.
- Provide the contact details of the requester.
- If the request is made on behalf of another person, submit proof of the capacity in which the requester is making the request.
The Information Officer will process the request within 30 days, unless the request is transferred to another body or the period is extended as provided for in PAIA.
8. Grounds for Refusal of Access to Records
PAIA provides various grounds upon which a request for access to a record may be refused. These include, but are not limited to:
- Protection of privacy of a third party who is a natural person.
- Protection of commercial information of a third party.
- Protection of confidential information of a third party.
- Protection of safety of individuals and protection of property.
- Protection of records privileged from production in legal proceedings.
- Protection of research information.
- Protection of commercial information of the private body.
9. Remedies Available When a Request is Refused
If a request for access to a record is refused, the requester may apply to the Information Regulator for a decision or apply to a court for appropriate relief.
